Isn't this something best handled by parents as opposed to law enforcement? There was a case in Georgia a few years ago where two teenagers (boy and girl) made their own sex tape together – the district attorney charged each of them with molesting the other.

The assumption is that since "anyone under 18 is incapable of consent where sex is concerned," so neither one of them consented, therefore the boy raped the girl and the girl raped the boy. When the cops found out about the video recording of it, each of them was deemed as using the other to make child pornography.
I agree that it's insane. Teenagers have been having sex with other teenagers for thousands of years, but now that's illegal because a collection of idiots in Congress and some state legislatures have declared it so.
